About the division
The Chief Finance Officer Division is made up of four branches. They are:
• Financial Management
• External Budgets and Costings
• Strategy, Performance, Program Delivery and Procurement
• Financial and Shared Services.
About the branch
The Financial Management Branch provides a range of financial and operational services which enable the department to deliver its strategic objectives. As a branch, we’re driving the implementation of the department’s Financial Management Strategy .
Finance Business Partner teams sit within the Financial Management branch.
Our ideal candidate
You are:
• A gifted leader and collaborator who can establish and maintain respectful and effective relationships with the Senior Executive, those inside the team, within the division, and more broadly.
• A degree qualified accountant, ideally with professional accreditation (CPA or CA).
• A person with sound judgement and emotional intelligence.
• Able to analyse and distil complex financial issues and strategies, and formulate recommendations which take account of risk for Divisions and the Department.
• A good communicator in person and in writing, with demonstrated experience in preparing accurate and trusted financial reports and briefs.
• Experienced in the use of complex financial management systems, including TechnologyOne, within the Commonwealth Financial Framework.
• Able to set and manage competing priorities within tight deadlines, and inspire your team to deliver its functions in a timely and professional manner with a focus on client service.
• Focused on continuous business improvement and on leading initiatives to mature the financial acumen of the Department (for example, capability development).
• Able to demonstrate management accounting experience in a government or commercial environment.

What you will do
As the Manager of a Finance Business Partner team, you will be responsible for leading and supervising a team that provides tailored financial management services to support a number of Divisions within the Department. The role will include:
• The responsibility to build and impart a high level of technical expertise and an expert understanding of clients’ business plans and associated budgets, priorities and projects as well as broader organisational priorities.
• Oversight for the preparation and ongoing management of assigned division’s annual budget and staffing allocations.
• Providing expert financial advice to the CFO, Senior Executives and Senior Managers on financial reporting, budget control, budget development, forecasting and financial planning.
• Coordinating and responding to requests for financial data and reports from a range of internal and external stakeholders with both financial and non-financial backgrounds.
• Supervising the ongoing maintenance and quality of financial information in the Department’s Financial Management Information System (FMIS), including processing month-end transactions.
• Exhibiting a positive and pro-active attitude that delivers on time, despite competing priorities and the challenges posed by various stakeholders’ expectations.
• Leading and managing a team, to deliver high-quality, best practice FBP work practices and contribute to the broader goals and objectives of the branch, division and department.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
