We are seeking an experienced Oracle EBS Technical Developer – Cyber Security & Compliance to join our team supporting the United States Marine Corps Global Combat Support System-Marine Corps (GCSS-MC), one of the Department of Defense’s largest Oracle E-Business Suite (EBS) enterprise environments.
Position Overview
The Oracle EBS Technical Developer – Cyber Security & Compliance will support the continued development, security, compliance, and modernization of the Marine Corps Oracle E-Business Suite (EBS) R12 environment. GCSS-MC provides enterprise capabilities supporting supply chain management, maintenance management, asset visibility, readiness reporting, task organization, repair tracking, request management, and financial operations for Marine Corps organizations worldwide.
This position combines Oracle EBS technical development, systems engineering, cybersecurity compliance, and vulnerability remediation. The successful candidate will work as a member of an Agile development team responsible for implementing, maintaining, and validating cybersecurity controls across the Oracle technology stack, including Oracle EBS, Oracle Database, Oracle Linux, Oracle Fusion Middleware, WebLogic Server, and supporting infrastructure components.
The ideal candidate possesses strong Oracle EBS technical expertise, experience implementing DoD cybersecurity requirements, and the ability to develop secure technical solutions that support mission-critical logistics and financial business processes.
Primary Responsibilities
Oracle EBS Development & Systems Engineering
• Support development, enhancement, maintenance, and modernization activities within the Oracle EBS R12.2 application environment.
• Analyze technical requirements and develop secure solutions supporting enterprise logistics, maintenance, supply, readiness, and financial management functions.
• Design, develop, modify, and maintain SQL, PL/SQL, shell scripts, interfaces, reports, workflows, and supporting technical components.
• Review system architecture, technical design documentation, and vendor documentation to understand baseline configurations and security requirements.
• Support implementation of system enhancements, technology stack upgrades, patches, and change requests.
• Coordinate with Oracle Support and third-party vendors to troubleshoot and resolve technical issues.
Cyber Security & Compliance
• Analyze, design, implement, and maintain cybersecurity controls in accordance with applicable Security Technical Implementation Guides (STIGs), Security Requirements Guides (SRGs), and Department of Defense cybersecurity requirements.
• Support implementation and sustainment of cybersecurity compliance across Oracle EBS, Oracle Database, Oracle Linux, WebLogic Server, and Oracle Fusion Middleware environments.
• Research, evaluate, configure, and validate cybersecurity controls and remediation activities.
• Review and optimize application, middleware, database, and operating system security configurations.
• Perform vulnerability remediation activities and implement corrective actions for identified security findings.
• Support cybersecurity assessments, compliance audits, and Risk Management Framework (RMF) activities.
Security Assessment & Validation
• Utilize cybersecurity assessment tools, including ACAS/Nessus, SCAP Compliance Checker, and SCC, to identify vulnerabilities and validate compliance.
• Develop test plans and test cases based on Product Owner acceptance criteria.
• Execute unit testing and support integration, system, user acceptance, and release testing activities.
• Validate security controls and remediation efforts prior to deployment into production environments.
• Support security reviews associated with application changes, upgrades, and releases.
Requirements Analysis & Stakeholder Engagement
• Collaborate with Government Product Owners, cybersecurity personnel, developers, architects, and subject matter experts to analyze requirements and develop secure technical solutions.
• Review Change Requests (CRs), conduct impact assessments, and support solution development activities.
• Participate in technical meetings and working groups throughout the analysis, design, development, testing, and deployment lifecycle.
• Prepare technical recommendations, solution alternatives, and design specification documentation.
• Communicate technical concepts and recommendations effectively to both technical and non-technical stakeholders.
Deployment & Documentation
• Develop deployment instructions, migration procedures, rollback plans, and implementation documentation.
• Provide technical support during release and deployment activities.
• Produce technical documentation, compliance artifacts, design specifications, implementation guides, and operational support materials.
• Ensure deliverables are completed accurately, professionally, and within established schedules.
Required Qualifications
Education
– Bachelor’s Degree in Computer Science, Information Technology, Information Systems, Cybersecurity, Engineering, or related technical discipline.
– Equivalent combination of military service, professional experience, technical training, and education may be substituted.
Experience
• Minimum five (5) years of experience supporting Oracle E-Business Suite (EBS), enterprise application development, systems engineering, cybersecurity compliance, or Oracle technology stack administration.
• Minimum three (3) years of experience implementing and remediating Security Technical Implementation Guides (STIGs), Security Requirements Guides (SRGs), or related cybersecurity compliance requirements.
• Experience supporting Oracle EBS R12/R12.2 application environments.
• Experience working with Oracle technology stack components in Oracle Linux environments.
• Experience supporting enterprise application environments within Department of Defense (DoD), Federal Government, or highly regulated organizations.

• Experience with Oracle Identity Management (OIM), Single Sign-On (SSO), LDAP, and authentication services.
• Experience supporting Oracle Database STIG implementation and remediation.
• Experience supporting Oracle WebLogic and Fusion Middleware security configurations.
• Experience supporting Authority to Operate (ATO) packages and RMF accreditation efforts.
