Job Overview
We are seeking an experienced Senior CAPPS HR/Payroll Analyst with deep expertise in Oracle PeopleSoft HCM 9.2 to support a large enterprise HR and Payroll environment. This role requires a blend of functional and technical expertise to support HR/Payroll operations, system enhancements, security administration, reporting, compliance, and production support activities.
The ideal candidate will have extensive experience supporting large-scale government or enterprise ERP environments and will serve as a subject matter expert for Human Resources and Payroll processes.
Responsibilities
• Provide functional and technical support for PeopleSoft HCM HR/Payroll modules.
• Support Workforce Administration, Payroll, Position Management, Time & Labor, and HR Security functions.
• Analyze business requirements and develop functional solutions.
• Configure and maintain PeopleSoft HR and Payroll functionality.
• Create and review Functional Design Documents (FDDs).
• Manage HR security setup and row-level security.
• Develop and maintain reports using PS Query, BI Publisher, and reporting tools.
• Support ACA (Affordable Care Act) reporting and 1095-C processing activities.
• Troubleshoot application issues and provide Tier-2 production support.
• Participate in incident management, root cause analysis, and system enhancements.
• Support application upgrades, testing, and disaster recovery exercises.
• Collaborate with business users, technical teams, vendors, and stakeholders.
• Ensure compliance with security standards, audit requirements, and accessibility guidelines.
• Develop user documentation and provide end-user training.

• Strong analytical, troubleshooting, and communication skills.
Preferred Qualifications
• Experience supporting large government ERP environments.
• Experience working with multiple agencies or business units.
• ServiceNow or similar ticketing system experience.
• Experience with Agile and SDLC methodologies.
• WCAG 2.1 accessibility compliance experience.
