Senior Compliance and Proposal Writer (Part-Time, 1099, Remote)

Job Overview

SabaLinks is seeking a remote, part-time Technical Proposal Writer / Proposal Specialist to support commercial and government contracting proposal efforts in IT modernization, cybersecurity, Zero Trust, compliance, and related technology areas. The ideal candidate will write clear, compliant, evaluator-focused content for RFPs, RFQs, RFIs, and other solicitation responses while working collaboratively with subject matter experts, capture leads, and company leadership.

Key Responsibilities

• Write, edit, and develop technical proposals, RFP responses, RFQ responses, RFI responses, and government contracting proposal content for cybersecurity, Zero Trust, IT modernization, cloud security, compliance, and GovCon opportunities.

• Review solicitations, statements of work, performance work statements, task orders, IDIQs, BPAs, evaluation criteria, and proposal instructions to create compliant, responsive, and submission-ready proposal sections.

• Develop proposal outlines, compliance matrices, executive summaries, technical approaches, management approaches, staffing plans, past performance narratives, transition plans, win themes, and proposal response templates.

• Translate complex technical, cybersecurity, acquisition, procurement, and compliance requirements into clear, persuasive proposal narratives that highlight customer value, solution benefits, and evaluation alignment.

• Coordinate with subject matter experts, capture managers, proposal managers, technical teams, and company leadership to gather inputs, resolve content gaps, incorporate reviews, and meet proposal deadlines.

• Ensure proposal content follows solicitation requirements, proposal compliance standards, federal procurement expectations, government acquisition terminology, and internal quality review processes.

Required Qualifications

• 5+ years of experience in proposal writing, technical writing, or proposal development.

• Demonstrated experience with both commercial contracting and government contracting (GovCon).

• Experience supporting federal, state, local, or high-visibility government programs.

• Working knowledge of FAR, DFARS, DoW requirements/guidance, federal procurement, solicitation analysis, proposal compliance, and the government acquisition/procurement lifecycle.

• Knowledge of Zero Trust, Zero Trust Architecture, cybersecurity modernization, identity and access management, cloud security, NIST, RMF, FedRAMP, FISMA, CMMC, or related cybersecurity compliance frameworks.

• Strong writing, editing, organization, collaboration, and deadline-management skills.

• Bachelor’s degree preferred.

Preferred Qualifications

• Experience writing proposals for cybersecurity, cloud, compliance, AI governance, or infrastructure protection services.

• Familiarity with GovCon and B2B/B2C proposal development processes or similar proposal lifecycle methodologies.

• Ability to quickly understand technical requirements and turn SME input into polished proposal content.

• Experience developing content for small business, 8(a), WOSB, MBE, or other set-aside contracting opportunities.

Working Conditions/Physical Requirements:

This is a remote, part-time 1099 contract role. Work hours are flexible, however, the selected candidate must be available and responsive during core contracted work hours and active proposal deadlines, review cycles, and submission periods.

Use of phones and computers for extended periods of time. Utilize office equipment and communication technologies for conference calls and teleconference meetings/webinars. Frequent interaction with staff and customers via phone, in person, email, and other mediums.
